ACC North City Corporation Revenue Supervisor Abdul Khaleq
The Anti-Corruption Commission (ACC) has launched an investigation against 21 officials of Dhaka North and South City Corporation (DNCC and DSCC). Their documents have been summoned for various reasons including allegations of corruption, bribery, irregularities in project implementation and revenue collection, syndicate and transfer trade, irregularities in allotment and management of shops in the market, embezzlement of government funds and acquisition of known non-income assets. Besides, attested copies of 10 files of the two organizations have been sought. The DSCC CEO was asked to send the documents by June 30. The information was sought in a letter signed by ACC Assistant Director Syed Nazrul Islam.

The ACC letter said, “An undercover signatory has been appointed as the investigating officer to submit a report on the following allegations.” A brief description of the allegations said: Former Chief Revenue Officer. Yusuf Ali Sardar, Revenue Officer Shahjahan Ali, Tax Officer (Current Responsibilities) Alim Al Razi, Former Project Director Engineer. Asaduzzaman, former Waste Management Adviser Khandaker Millatul Islam (deceased), Tax Officer Sheikh Abdul Quddus (Region-2), Tax Officer Abul Khair (now Revenue Officer, Market Circle), Deputy Tax Officer Anwar Hossain (Region-4 Tax) Officer), Rent Assistant Azmat Ullah Sharif (Retd.), Cashier Abdus Salam (Retd.), Systems Analyst Md. Abu Tayyab Rokon, Programmer Nur Alam, Maintenance Engineer Subhashish Bhowmik (ICT Cell), Deputy Tax Officer. Jasim Uddin (Region-2) and Md. Anisur Rahman (Bazar Branch-1 and Miscellaneous Branch). Besides, Dhaka North City Corporation Revenue Supervisor Abdul Khaleq (retired), Tax Officer Liaquat Ali (Region-1), Deputy Tax Officer Md. Nasir Uddin (now Revenue Officer), Cess Officer Ali Akbar (Retired), Deputy Tax Officer Anisuzzaman (Currently Region-4 Tax Officer), Revenue Supervisor Md. Masudur Rahman. They have been charged with corruption in the discharge of duties, taking bribes, irregularities in project implementation and revenue collection, syndicate and transfer trade, irregularities in allotment and management of shops in the market, embezzlement of government funds and acquisition of known non-income assets. In the interest of proper investigation of the allegation, it is necessary to collect and review the records or information of the persons mentioned. In this case, attested photocopies of the requested records or information are requested to be sent to the investigating officer by June 30.

Attested photocopies of the personal work documents of these 21 people along with their current workplace, last name, current and permanent address information have also been sought.

Besides, 10 documents have been requested for the purpose of investigation. These are: বিভিন্ন Various markets under Dhaka South City Corporation such as Fulbaria-1, Fulbaria-2 (ABC Block), Dhaka Ted Center, Sundarbans Square Market, Gulistan Trade Center, Banga Bazar Complex, Ahsan Manzil Super Market, Jatrabari Raw Market, Kapt Complex (1, 2, 3), design of various markets including Chankharpool Market, number of approved proposed shops, actual number of existing shops, full permanent and current assigned owners of permanent or temporarily assigned list separately prepared, original notesheet of documents used for the said market. . Attested copy of individual and related records for each market. ‘

‘If the number of shops has been reduced or increased by changing the original design of the described markets or not, attested photocopy of the detailed information or records. The current and past 5 years of market ownership of the markets owned by the DSCC and the relevant records including the market wise names, surnames, full permanent or current addresses of the committees of the shop owners’ association.

‘Market-based names, surnames and related information of the officers or employees responsible for the supervision and management of the markets. Copy of Order or Judgment relating to Writ Petition No. 571/2010 filed in the High Court Division of the Supreme Court relating to Gulistan Trade Center and copy of the order relating to Leave to Appeal 2793/2012 of the Appellate Division. Attested photocopy of the minutes of the 18th meeting of the corporation held on 20 June 2019 and the list of attendance at the meeting. The names and surnames of all the signatories and those present at the meeting are present in the minutes of the meeting, current and permanent address including the present place of work. Attested photocopy of documents related to the upward expansion project of Fulbaria AB and C block market owned by the corporation.

ACC Deputy Director (Public Relations) Arif Sadiq told the Bengali Tribune,The yoga officers initially collect files or documents of those against whom suspicions or complaints are lodged. Later, after checking the files and finding inconsistencies, legal action was taken against them.

Farid Uddin Ahmed, chief executive officer of Dhaka South City, told the Bengali Tribune: “We have received 20 to 21 letters from the ACC so far. After receiving the letters, we sent them to the concerned department to get the reply ready. As per the demand, we have already sent about 6 pieces of information to the ACC. The rest is in process. ‘
